SOCIAL AND ECONOMIC SITUATION IN JANUARY, 2014
The cattle-breeding in January was affected by long cold weather in the provinces in the North. The number of cattle which died of chilled weather, and hunger was about 1000. The country’s estimated number of buffalos in the month decreased by 2 – 3% from the same period last year; oxen by 1%; pigs by 1%; poultry increased by 2%.
b. Forestry
In January, dispersedly-planted trees reached 568,000, rose 1.2% from 2013’s same period; wood production reached 382,000 m3, rose 4.7%; firewood production 2.6 million cubic meters , rose 2.4%.
Total damaged forest area was 15 ha, reduced by 25.5% from the same period in 2013, of which burnt area was 13 ha; destroyed area was two hectares.
c. Fishery
January’s estimated fishing production reached 399,000 tons, rose 0.8% from the last year’s same period, of which there were 294,200 tons of fish, down 0.2%; 39,800 tons of shrimp, up 4.2%.
Estimated farmed products during the month reached 182,800 tons, rose 0.7% from the same period last year, of which there were 130,000 tons of fish, down 1%; 29,900 tons of shrimp, up 4.9%.
The month’s estimated caught products reached 216,300, rose 0.8% from the same period in 2013, of which there were 164,400 tons of fish, up 0.5%; 9,900 tons of shrimp, up 2.1%. Sea caught products only reached 204,100 tons, increased by 0.9% from the similar period last year.
2. Industry
January’s s Industrial Production Index (IPI) was estimated to have a low increase of 3% compared to that in the same period last year, the reason for this, on the one hand, was the mining and quarrying’s deep decrease of 9.6% (coal fell by 24.7%; crude oil by 5%; and natural gas by 7.7%). Of industries, the manufacturing had higher growth of 6.6% from the same period in 2013, contributed 4.6 percentage points to the general growth; the power generation and supply increased by 4.4%, contributed 0.2 percentage points; the water supply and waste treatment by 9%, contributed 0.1 percentage points; only the mining and quarrying decreased much making the general growth fall by 2.1 percentage points.
Consumption index for the whole manufacturing in December, 2013 grew by 2.3% against the previous month and by 11.2% from the last year’s same period. Generally, 2013’s consumption index of the manufacturing rose 10.1% from 2012.
As of 01/01/2014, stock index for the whole manufacturing raised by 9.7% from the identical period in 2013. Average stock index of this sector for 12 months of 2013 was 73.3%.
Labor employed index (LEI) for industrial enterprises as of 01/01/2014 rose 4.3% from the same period last year, of which the state sector reduced by 3.6%, and the FDI sector grew by 6.8%. As of above period, LEI of the mining and quarrying decreased by 1.1% from the similar period in 2013; the manufacturing increased by 4.8%; power generation and supply by 3.4%; water supply and waste treatment by 4.1%.
3. Investment
January’s realized investment capital from the state budget was estimated to reach 12,232 billion dong, equaled 7% of the yearly plan and rose 2.8% compared with that in 2013’s same period. Of which, capital under central management reached 2,486 billion dong, equaled 6.3% of the years plan and rose 1.6% from 2013s equivalent period; capital under local management achieved 9,746 billion dong, equaled 7.2% and rose 3.1% respectively.
FDI as of 20/01/2014 with total registered capital for newly licensed projects and additional capital of US$ 397.1 million reduced by 21.9% from the same period in 2013. January’s realized FDI was estimated to reach US$ 465 million, grew by 3.3% against the last year’s identical period.
4. Government revenues and expenditures
Total estimated government revenues for the first 15 days of 01/2014 attained 27.3 trillion dong, equaling 3.5% of the annual estimate, of which domestic revenues reached 19 trillion dong, equaling 3.5%; collecting from crude oil achieved 3 trillion dong, equaling 3.5%; from export-import balance 5.1 trillion dong, equaling 3.3%. Of domestic revenues, 6.5 trillion dong was from state enterprises, equaling 3.5% of the annual estimate; 4.3 trillion dong from FDI enterprises (excluding crude oil), equaling 3.9%; 4.6 trillion dong from non-state industrial, commercial and service taxes, equaling 4.3%; 1.2 trillion dong from individual income tax, equaling 2.5%; 340 billion dong from tax on environment protection, equaling 2.7%; and 220 billion dong from other fees, equaling 2.1%.
Total estimated government expenditures for January’s first 15 days reached 33.4 trillion dong, equaling 3.3% of the annual estimate. Of which spending for investment development achieved 4.6 trillion dong, equaling 2.8% (only capital construction 4.5 trillion dong, equaling 2.8%); economic and social development, national defense and security 24.3 trillion dong, equaling 3.5%; paying debts and aids 4.6 trillion dong, equaling 3.8%.
5. Trade, price and tourism
a. Total retailed sales of consumer goods and services.
As estimated, January’s total retailed sales of consumer goods, and services reached 237.5 trillion dong, increased by 2.7% from the previous month and by 13% from the same period last year (if the factor of inflation were excluded, the growth rate would be 7.2%). Of which, the state economic sector gained 22.2 trillion dong, accounted for 9.3% and grew by 4.4%; non-state economic sector 206.7 trillion dong, 87% and by 13.3%; the FDI sector 8.6 trillion dong, 3.7% and by 38.3% respectively. On business industries, the trade business achieved 181.3 trillion dong, accounted for 76.3% and increased by 10.8% from 2013s similar period; hotel and restaurant 28.4 trillion dong, 12% and by 17.8%; service 25.6 trillion dong, 10.8% and by 24.2%; tourism 2.1 trillion dong, 0.9% and by 22.1% respectively.
b. Import - Export
January’s estimated export turnovers reached US$ 10.3 billion, decreased by 11.5% from the previous month, of which the domestic economic sector achieved US$ 3.5 billion, reduced by 17.2%; the FDI sector (including crude oil) gained US$ 6.8 billion, fell by 8.2%. Compared with 2013’s same period, export turnover in January of this year decreased by 10.8%, of which the home sector reduced by 13.8%; the FDI sector (including crude oil) by 9.2%.
January’s import turnovers reached an estimation of US$ 10.4 billion, fell by 14.6% from last month. Of which, the FDI sector attained US$ 5.8 billion, reduced by 7.9%; the domestic economic sector US$ 4.6 billion, by 21.9%. Compared with the same period last year, import turnovers in January of this year decreased by 1.9%, of which the home sector by 2,3%; the FDI sector by 1.5%
The trade deficits in January were estimated to reach US$ 100 million, equaling 0.97% of the export turnovers.
c. Consumer price indexes (CPI)
January’s CPI rose 0.69% from last month, the relatively low growth rate compared with that in the same period of some previous years[1].
Among the groups of goods and services, transport had the highest growth of 1.22%; housing and construction material increased by 1.02%; garments, hats, footgear by 0.89%; drinks and tobacco by 0.83%; catering and related services by 0.77% (grain food 1.33%; foodstuff 0.75%; outdoor eating and drinking 0.32%); family appliances by 0.39%; culture, entertainment & tourist by 0.21%; medicines and health services by 0.17%; education by 0.01%. Petrol price was adjusted from 18/12/2013 with the growth of 2.38%, contributing 0.86% to the country’s general CPI growth rate.
Gold price index in 01/2014 reduced 1.82% from last month and 24.43% from the same period in 2013. US$ price index in 01/2014 declined 0.06% from last month; It rose 1.11% from 2013’s same period.
d. Carriage of passengers and cargos
January’s estimated passenger carriage reached 225 million arrivals, increased by 5.7% and 8.9 billion passengers-kilometers, by 6.3% from the similar period last year. Of which central transport reached 2.4 million arrivals, grew by 7% and 2.6 billion passengers-kilometers by 10.7%; local transport reached 222.6 million arrivals, grew by 5.7% and 6.2 billion passengers-kilometers by 4.5%. Transport by road reached an estimate of 210.4 million arrivals, increased by 5.9% and 5.9 billion passengers-kilometers by 4.2% from the last year’ same period. Respectively, river: 11.8 million arrivals, increased by 2.1% and 214.2 million passengers-kilometers by 3.8%; air: 1.4 million arrivals by 9.8% and 24.5 billion passengers-kilometers by 10.3%; sea: 0.4 million arrivals by 3.6% and 21.5 million passengers-kilometers by 3.1%; rail: 0.9 million arrivals by 5.6% and 353.5 million passengers-kilometers by 18.2%.
Cargo carriage in January reached an estimation of 88.5 million tons, rose 5% and 17.5 billion tons-kilometers, rose 0.7% from the last year’ same period. Of which the domestic transport gained 86.2 million tons, grew by 5.2% and 8.8 billion tons-kilometers by 4.1%; overseas transport reached 2.4 million tons, decreased by 0.5% and 8.7 billion tons-kilometers by 2.5%. Transport by road achieved 68.4 million tons, increased by 5.6% and 4.3 billion tons-kilometers by 6.1%; river: 14.3 million tons by 6.1% and 3.4 billion tons-kilometers by 5.8%; sea: 5.1 million tons, reduced by 4.2% and 9.3 billion tons-kilometers by 3.2%; rail: 0.7 million tons, increased by 2.9% and 356.6 billion tons-kilometers, reduced by 1.8%.
e. International visitors to Viet Nam
Estimated international visitors to Viet Nam in January reached 776,200 arrivals, rose 20.8 percent from the last year’ same period. Of which visitors coming for tourist purposes were 476,000 arrivals, increased by 19.9%; business purposes 131,100 arrivals by 18.1%; and visiting relatives 128,400 arrivals by 25.4%; other purposes 40,800 arrivals, by 26.4%.
6. Social issues
a. Farmer’s food shortage
In January (as of 20/01/2014), the country had 32,000 times of households suffering from food shortage, increased by 3.6% against the same period last year, which equaled 134,000 hunger persons, rose 7.2%. To overcome the problem, in the month all administrative levels, sectors and localities provided difficult families with 2.2 tons of food and 1.2 billion dong.
b. Epidemic diseases and food poisoning
In the month, the country had 666 cases of hemorrhagic fever, over 1000 cases of hand, foot, mouth disease, 01 case of virus encephalitis; 01 case of meningococcal meningitis (died); 01 case of A (H5N1) flu (died); 03 cases of typhoid; seven cases of collective food poisoning infecting 4,400 persons, of which 01 died.
Nearly 2,000 HIV-infected cases were found in January. Total number of HIV infected living persons over the country as of 17/01/2014 were 216,700, of which 66,900 persons turned to AIDS. The numbers of deaths by AIDS as of above period were 69,700 persons.
c. Fire and explosion
In the month, the country had 211 cases of fire and explosion, killing 19 persons and injuring 23 others, of which there were 208 cases of fire, killing 14 persons and injuring 20 others.
d. Traffic accidents
According to the primary report (from 16/12/2013 to 15/01/2014), the country had 1013 cases of traffic accidents, killing 900 persons and injuring 592 others. Compared with the same period last year, cases of traffic accidents rose 4.2%, deaths raised by 1.1% and injured persons by 2.1%. Besides, cases of traffic crashing in the month were 1366, down 22.5% from the same period last year, making 1610 persons slightly injured, down 23.6%. On average, each day in January the country had 33 cases of traffic accidents and 44 cases of crashing, killing 29 persons, injuring 19 persons and sparingly hurting 52 others.
e. Damage by natural calamity
According to the primary report, natural calamity made nearly 820 ha of rice seeds and vegetables completely lost; about 180 ha of vegetables and over 1,600 ha of industrial plants damaged, mainly coffee and cardamom; about 1000 cattle died. Total estimated losses during the month were about 72 billion dong.
